How does the new model mean there’s suddenly an additional 10 students available to enroll? Where are the additional students in one section and now we’re merging two sections into one to make up the new average?

There are two things that could be going on: 1) you could have RRCC with 2 or 3 sections of 15 in the old model and get fewer sections under the new model because now there are 25 students per section; 2) some RRCC students take CCCOnline classes when RRCC offers the same course. So, enrollment is being split into two sections rather than running as a full section.
